Woodhouse's concession comes one day after the editorial board of the Charlotte Observer called for a new election.

Their accounts provide the first indication that state and national Republican officials received early warnings about voting irregularities in North Carolina's 9th Congressional District, now the subject of multiple criminal probes.

"We're not ready to call for a new election yet", Woodhouse added, but that's still a long way from Woodhouse's position nine days ago.

"The board needs to have a public hearing and lay out what they have, and unless they meet the standard of a substantial likelihood, numerically, that the outcome of this race was changed or could have been changed, then they need to certify Mark Harris as the victor and prosecute the offenders", said Dallas Woodhouse, executive director of the state Republican Party.

There are also claims that incomplete ballots were collected and then filled out later, Cohen said. Usually, those witnesses are family members or friends and ballots are not supposed to be handled by a third party.

"Several individuals have admitted that McCrae Dowless paid them to harvest these absentee ballots and drop them off to him personally", Goodwin said.

Republican Mark Harris leads Democrat Dan McCready by 905 votes, according to the state's unofficial tally.

"Any member-elect can object to the seating, the swearing in, of another member-elect and we will see how that goes", she said. And the fact that Harris managed to win a whopping 96% of all Bladen County absentee ballots that actually made it to election officials is a big red flag, too.

A state election board spokesman confirmed Thursday that subpoenas seeking documents had been sent to the Harris campaign, the firm serving as Harris' chief strategist and the campaign committee of the sitting Bladen sheriff.

Dowless has not returned CNN's requests for comment. "This is about undermining the integrity of our elections, and what was done there was so remarkable and that those entities got away with it, even to the detriment of Republicans in the primary". Dan Bishop said at a press conference with fellow Republicans, according to WRAL-TV in Raleigh. But he and his colleagues were cautious about saying whether a new election is necessary.
