But the vote on the resolution to condemn Hamas was 87 in favor against 57 opposed, with 33 abstentions - a plurality but below the two-thirds requirement to adopt it.

Israeli leaders still praised the outcome as a show of wide support for their position against the terror group, which for years has targeted Israel with rockets, bombs and other attacks.

Israel's UN Ambassador Danny Danon said the countries that rejected the draft resolution should be ashamed. The UN has a chance to condemn Hamas for the first time.

India was among the 32 countries that abstained from voting on the resolution which would have condemned Hamas for "repeatedly firing rockets into Israel and for inciting violence, thereby putting civilians at risk", and for its use of resources in Gaza to construct military infrastructure including tunnels to infiltrate Israel and equipment to launch rockets into civilian areas.

In negotiations with the Europeans, the United States agreed to add a mention of "relevant U.N. resolutions" in its draft, but without specifying which ones.

The earlier vote to require a two-thirds majority, which followed a procedural move requested by Kuwait, was much closer: 75-72, with 26 abstentions.

The vote was a personal defeat for Haley in what is likely to be one of her final major actions as the USA envoy.

Resolutions adopted by the General Assembly are non-binding, but they carry political weight and are seen as a barometer of world opinion.

Furthermore, she noted, "before the General Assembly can credibly advocate compromise and reconciliation between the Palestinians and Israel, it must be on record, unambiguously and unconditionally, condemning Hamas terrorism".

Ahead of the vote, Haley accused those pushing for that threshold of double standards and noted that the United Nations had never once condemned Hamas by name - despite passing 700 resolutions blasting Israel.

A number of States explained their reasons for voting against the resolution.

The two rival resolutions reflect the deep divisions among the 193 United Nations member states over the decades-old Israeli-Palestinian conflict and the failure to end it.

Both the United States and European Union have classified Hamas as a terrorist group.

Diplomats from nine Arab countries were sent letters by Jason Greenblatt, the White House envoy who is working with Jared Kushner, Trump's son-in-law and adviser, on the administration's peace proposal.

Following the vote, Israeli Prime Minister Benjamin Netanyahu applauded the "sweeping majority" of countries who voted for the draft condemnation. And he said it would also turn attention away from Israel's occupation, settlement activities and "blockade" - whether in Gaza, the West Bank or east Jerusalem which the Palestinians want as their future capital.
