Officials in North Myrtle Beach, where some flooding was occurring, did report some delays in their 911 emergency system, according to a news release, but their public safety personnel are still out in the community.

Kevin Knox and his family were rescued from their flooded brick home with the help of Army Sergeant Johan Mackie, part of a team using a phone app to locate people in distress.

Hurricane Florence, now a tropical storm, is tearing through the Carolinas with heavy rainfall and 50 miles per hour wind.

North Carolina Governor Roy Cooper said the hurricane was "wreaking havoc" on the coast and will make its "violent grind across our state for days", calling the storm an event that comes along only once every 1,000 years.

"Hurricane Florence is powerful, slow and relentless", Cooper said.

"Hurricanes bring out a lot of good in people and also the worst in those few bad actors preying on homeowners whose most prized asset has been damaged", Jon Moore, spokesman for Florida's Department of Financial Services, told the Miami Herald following Hurricane Irma in 2017.

In the city of New Bern near the North Carolina coast, the storm surge overwhelmed the town of 30,000, which is at the confluence of the Neuse and Trent rivers.

The storm has killed at least five people in North Carolina.

The death toll is seven and is expected to rise.

A mother and baby died when a tree crashed into their home, the Wilmington Police Department saidon TwitterFriday afternoon.

USA media later said a man in Lenoir County died after heavy winds knocked him down as he tried to check on his dogs. And a man was blown away by strong winds while outside checking on his dogs.

In Pender County, a woman died from a heart attack after paramedics were not able to get to her.

Senators Trade Erik Karlsson to the Sharks
Kane already started lobbying for him to re-sign. "The boys are really excited to get him here and see him on the ice". He can lead rushes, he can get back, he's great with the puck, good shot, good vision".

He said parts of North Carolina had seen storm surges - the bulge of seawater pushed ashore by the hurricane - as high as 10 feet.

But the wind is not the main threat to people and property from the storm; it's thestorm surgeandrainfall, which combined have caused serious flooding in the low-lying coastal regions of the Carolinas.

But for many residents in the low-income communities most threatened by the storm's wake of devastation, evacuation was never a possibility.

"Know that water is rising fast everywhere, even in places that don't typically flood".

In New Bern, along the coast, homes were completely surrounded by water, and rescuers used inflatable boats to reach people.

Power outages are widespread, affecting over 740,000 homes and businesses in North Carolina and 163,000 in SC.

North Carolina alone is forecast to get 9.6 trillion gallons (36 trillion litres), enough to cover the Tar Heel state to a depth of about 10 inches (25 centimetres).

It came as rivers swelled, tides crested and the rain wouldn't stop. That means the storm could easily drop 40 inches of rain in some spots.

A day after Florence blew ashore in North Carolina with 90 miles per hour (145 kph) winds, Coast Guardsmen, Marines and other rescue crews used helicopters, boats and heavy-duty vehicles to reach scores of people trapped on rooftops or otherwise caught in the floodwaters.

With the center of the storm still at sea early Friday, scores of residents had to be rescued from homes and the tops of cars in New Bern, North Carolina. "Nobody expected this", a rescued resident, Tom Ballance, toldThe Weather Channel.

Zooming out to the full projection, shown above, the core of the storm is slated to enter North Carolina around 2 p.m. ET on Sunday.
