Comey says he Disagrees with Inspector General Report

The report sharply criticises Mr Comey for violating justice department policies and accused him of usurping the authority of then attorney-general Loretta Lynch when in July 2016 he announced there would be no charges against Mrs Clinton for her email use as secretary of state.

A key finding: Comey erred in his decision not to coordinate with his superiors at the Justice Department at key moments in the Clinton email investigation.

That's according to a person familiar with the report's conclusions who spoke to The Associated Press on condition of anonymity.

"Comey's description of his choice as being between "two doors, ' one labeled "speak" and one labeled 'conceal, ' was a false dichotomy", the report charges". The report will be presented to Congress today and has not yet been made public, but a copy was obtained by Bloomberg News.

But Inspector General Michael Horowitz also concluded in a long-awaited, 500-page report that Comey did not exhibit any political bias in his actions or try to influence the election, and does not contest the decision not to prosecute Clinton for the email affair. This conclusion is similar to a memo Deputy Attorney General Rod Rosenstein wrote. White House officials have not yet confirmed that Rosenstein will be conducting the briefing. I'm not going to lie, I got a flash of nervousness yesterday about trump.

In fact the IG report says that some of the actions he took harmed Clinton and helped Trump.

Inspector General Horowitz is widely respected in law enforcement and on both sides of the political aisle, so it will be interesting to see if those disappointed that the report didn't provide the final nail in whatever coffin they're hammering on start criticizing his professionalism.

The inspector general released a report in April finding that Deputy FBI Director Andrew McCabe lacked candor on four different occasions regarding interactions with the media, including providing information to a news reporter about the FBI's investigation into the foundation created by Hillary and Bill Clinton.

Trump regularly claims McCabe had a conflict of interest in overseeing the FBI's investigation into Clinton, given that his wife received campaign donations from a Clinton ally. The Republican National Committee previewed its response Wednesday, issuing a press release with these headlines: "Lyin' Comey Is About To Sink Even Lower".

But the report will likely deny the president a favored talking point that the Federal Bureau of Investigation favored Clinton over him and that its leaders were driven by politics.

Both sides of the partisan divide in USA politics are expected to use the Horowitz report to press their cases against Mr Comey.

"As we warned before the election, Director Comey had a double-standard: he spoke publicly about the Clinton investigation while keeping secret from the American people the investigation of Donald Trump and Russian Federation", said top Judiciary Committee Democrat Jerrold Nadler of NY and top Oversight Committee Democrat Elijah Cummings of Maryland in a joint statement.
