NCAA Rule Change Will Prohibit Schools from Blocking Student-Athlete Transfers

In an attempt to prevent schools from tampering with student-athletes already enrolled at another institution, the NCAA has made tampering a Level 2 violation.

The NCAA Division I Council approved the change effective October 15 on Wednesday (Thursday, Manila time).

"It's a win for the student-athlete, and our coaches are tremendously excited about this opportunity".

In recent seasons, Stoops also has lamented having to play guys who probably needed an extra year of development to reach their full potential, specifically mentioning players like defensive back Marcus McWilson and wide receiver Charles Walker.

The executive director of the American Football Coaches Association and former Louisiana-Monroe head coach had been pushing for almost two decades to change the NCAA's rules regarding redshirts. The NCAA's Transfer Working Group first proposed this rule change a year ago. The group quickly found support for switching from a permission model to notification while also codifying rules against impermissible recruiting of athletes under scholarship. "We'll obviously study the rule and the implications in more detail, but in my opinion, it's good for student-athletes and good for our game".

There will never be a day in which the NCAA and its members relinquish control over its labor force, but Wednesday was a big day for common sense in college football. But now, a player could hypothetically play the entire month of September, sit out the rest of the season and play the following season without a lost year of eligibility.
