While this sounds like good news, it isn't: It's not that hurricanes' wind speeds are diminishing, but instead how fast the entire storm moves, a new study reports. Local tropical cyclone rainfall totals would be expected to increase by the same percentage due to the slowing alone. But one scientist with the U.S. National Oceanic and Atmospheric Administration made a decision to look back in time, to see what happened in the past.

And that was before slowpoke Harvey hit a year ago.

"These trends are nearly certainly increasing local rainfall totals and freshwater flooding", Kossin said, "which is associated with very high mortality risk". Wind speeds within the storm remain high, but the whole system itself moves slower across the landscape, allowing punishing rains to linger longer over communities. Atlantic storms that make landfall moved 2.9 miles per hour (4.7 kph) slower than 60 some years ago, it said.

"If the atmosphere can hold more water vapor, then things are going to tend to rain more", Kossin said.

Kossin concluded that the trend has all the signs of human-induced climate change.

Kossin would actually agree on that point. That may mean bad news for people residing in their path.
